This is incorrect. You can use a cultivation license to grow outdoors if it is secured (this is my understanding) out of public view. Also commercial grows will be outdoors as well as indoor.Well I'm certainly no attorney And had no hands in writing the law but I have been doing a lot of reading and research so if you do come across anybody needing any information on the matter feel free to send them here and I would be happy to help them out and if I cannot I will definitely point them in the right direction if I can.
But one thing is certain, there will not be any outdoor cultivation allowed inside the Missouri state lines. So to remain legal everything must remain under lock and key.

They are just standard 5 gallon fabric pots. But I added garden lawn edging To the top of the pots to have plenty of places to tie down for lst and to help keep water from running over the edges when I water.
