Yep, a bit too small of a pic to be accurate but they don't look terrible, its bound to be the temp drop from lights on to off that's causing slow growth. Don't look to be lacking N or burnt. That low temp will just halt growth. possibly down the line they will have deficiencies from not been able to absorb nutrients. I would do anything you can to pick up that lights off temp and shorten the temp gap from lights on to off.
I'm guessing the strain you didn't say were auto are not auto which is a shame because you could of put the lights on 20/4 which the autos would of been happy with.
Are you keeping the res in the bubble buckets warm? Can you wrap them up to keep the chill of the res, the roots wont be liking the lower temps. If the water is really cold then even black bin liners wrapped around them will help warm them via the lighting you have.
