No.As far as 64 and being a legal grower/consumer, the current legal state is frightening as Hell. Either I am totally legal or a potential felon, I can't really tell, and it is giving me a serious case of raging paranoia. As a red card holder I can have 3 plants in veg and 3 in flower, plus more under 64?

The rules say an ounce and you can not sell it. It is pretty clear. I agree it is dumb for police to be wasting time on weed. Exactly Just never, ever, ever have more than 3 plants (including un-rooted clones!) in veg and 3 plants in flower per person over 21 in the home. Also make sure you look at city ordinance to make there are not limits like I have here (12 total). I also went the extra 9 miles in the safety dept. just to show any LEO that I am trying to be as safe as possible. Locking doors, automated fire suppression mounted in several places, carbon monoxide detectors, smoke alarms, high temp shut offs, etc.. Yes it was a large investment but it has EASILY paid itself off now considering I do not have to pay for the 2+ounces per week I smoke and eat. I will never, ever sell any of it at all so I am not breaking any laws....but I will give under an ounce to deserving folks over the age of 21, which is also legal!The doctor up in Ft. Collins runs a 4000 watt flower room, and only flowers 6 at a time. No one said how big the grow op could be, nor how big the plants, just the number.

It would seem that outdoor growing is NOT forbidden per these recommendations, and they did define ENCLOSED SPACE and LOCKED SPACE (page 96)
However, you are going to need to have it where no one can see it from your property line so for those of us that don't own acres of land, we would need a greenhouse or dog run type of enclosure with tarps to block the view from the sides.
Also per the recommendations (none of this is written in stone yet) no concentrate extraction at home if you are planning to use a compressed flammable gas such as but not limited to butane, hexane, propane. They don't want jokers blowing up the neighborhood.
I did like that they recommend the creation of an Education Oversight Committee that will provide factual and unbiased information to the public and that they recommend the Colorado Department of Public Health and Environment (CDPHE) oversee the study of the Health Effects of MJ. They were not able to come to any decisions on whether to allow private cannabis clubs. That is probably going to be decided in court.

Bummer , I was hoping for a higher plant count , a good law would be that any person over 70 years of age could grow a unlimited amount of plants . That would get my voteI believe it is just looking for a specific law and punishment to prevent these from occurring, and the ramifications of such an infractions.
