An ignorant but hopefully simple question

I've got a 400 Watt HID that I'm looking to replace with an LED unit one of these days. I'm also a lazy cheap-ass who has zero practical experience in DIY light-making. (Never picked up a soldering iron in my life, but wish I had.) So, hoping for an inexpensive and easy option, I've been looking at LED COB bulbs that I can just screw into my HID fixture and I came across this:

My questions are: 1. Will it work in an HID fixture? 2. Will it really replace a 400 Watt LED while only using 45 Watts? (That sounds too good to be true.) 3. If this kind of bulb is a no-go, is there anything similar that would work?

Edited to add: OK, that's actually three questions, sorry for the false advertising in the headline but I can't change it now.

That's not a cob. More like corn cob appearance. Cob stands for chip on board. It's a type of diode. Either look at the diy builds here. Or if you just want to buy look at area 51, optic, rapid for your best bang for your buck. Really imho area 51 is the best bang for your buck.

The biggest LED at that site is the 45 watt one. The specs say it puts out just under 5,000 lumens.
The 400 Watt Hortilux HPS puts out 55,000 lumens.

That should tell you all you need to know as far as how much it can deliver. Pretty sad amount of lumens to grow a plant on if you ask me...
