It's probably green algae.

looks like green algae, strip the top soil off and replace it, try not to keep it so wet in future

Like the esteemed members have said it's algae, just cover it so the light doesn't get to it, sand, hydroton etc... it's not harmful.

Yes algae, i see it every grow in soil, it's a good thing
