any thoughts on a bug issue eating 1 of 2 plants?

I have two plants side by side, one 5 inches the other 4. i have what seems to be a bug problem, from the outside of a leaf to the inside is eaten or weathered??? idk but when i check on them, theres no trace of bugs or even a bug in site. but the thing that is odd for me is that only one plant is under attack from something, maybe someone has had this happen before? any thoughts?
