Are these fungus gnats?

From the pictures I've seen I don't think these are fungus gnats but I'm new at this so I thought I would check with RIU. There are quite a few of them, should I be concerned?
These are just seedlings and they are in rapid rooters transplanted to coco/perlite mix.

at first I was thinking some kind of whitefly but the head looks almost grasshopper like.....

theres a library of various pests and treatments (i dont think that bug is canni specific)
but at any rate I would consider geting some insecticidal soap (organic) and neem oil for general preventative pest control.

Thanks, I couldn't find them in any of my pest books so they may not be dangerous but there are a lot of them so like any great dictator, I think killing them is the answer.

I just noticed there is a whole sub forum for bugs... guess I'll check in there next time.
