Are these pre-flowers?

Both of these pics are of the same plant, a little over a month old, now vegging under 400W MH 20/4. Can someone please identify the appendages that are circled? Are they pre-flowers? If not, can someone give me the correct anatomic name?

I don't see any. That is new growth(will be a branch) in the joint of the nodes, and stipules(male and female have them) that are on the side of the stem. Pretty much in between those two is where you will see pre-flowers. It looks like you still have a while before it will show pre-flowers, unless you switch to 12/12.
