What you say is correct, but that doesn't mean you have to wait for that to flower. I started flowering at 18 inches. Many people go 12/12 straight from seed in order to get their weed quicker. Longer veg time usually means a greater yield but the smoke from a plant that flowers sooner will be just as good.

Topping can be stressful to your plant, so most people that use the technique veg for a few more weeks to give the plant time to chill before flowering. So, yes it would extend your veg time.

My knowledge on topping only goes as far as reading. I have never used the technique myself but there is a chance of damaging your plants. My advice would be to go ahead and flower your plant and wait to top on your second grow.
