They would arrest the ones that they could. While allowing some to get away. The next day it would be business as usual. Alot like the way they handle smoke outs on 4/20. Unless you could get people to come back everyday until results were achieved, I would say it would not work.

Constitution? Really? There is no Constitution when a national emergency has been declared. And the renewal for the state of emergency has been signed every year since 9/11/2001. So unfortunately the consitution is not applicable at this time. Not that it means anything anyway.
