Its legal until you put em in dirt. You can collect seeds from the laws I read.
Do you live in the United States of America? If you don't mind, could you cite these laws that you've read saying that cannabis seeds are legal?

(16) The term "marihuana" means all parts of the plant Cannabis sativa L., whether growing or not; the seeds thereof; the resin extracted from any part of such plant; and every compound, manufacture, salt, derivative, mixture, or preparation of such plant, its seeds or resin. Such term does not include the mature stalks of such plant, fiber produced from such stalks, oil or cake made from the seeds of such plant, any other compound, manufacture, salt, derivative, mixture, or preparation of such mature stalks (except the resin extracted therefrom), fiber, oil, or cake, or the sterilized seed of such plant which is incapable of germination.
So right there, seeds are legally defined as marijuana, per Federal law. It doesn't matter if they contain zero THC. . .if they can be germinated, they're the same as any other marijuana.

Here is where THC is classified as a schedule 1 drug:

SCHEDULE I (a) Unless specifically excepted or unless listed in another schedule, any of the following opiates, including their isomers, esters, ethers, salts, and salts of isomers, esters, and ethers, whenever the existence of such isomers, esters, ethers, and salts is possible within the specific chemical designation: (1) Acetylmethadol.   2. 5-methoxy-3, 4-methylenedioxy amphetamine
  3. 3, 4, 5-trimethoxy amphetamine.
  4. Bufotenine.
  5. Diethyltryptamine.
  6. Dimethyltryptamine.
  7. 4-methyl-2, 5-dimethoxyamphetamine.
  8. Ibogaine.
  9. Lysergic acid diethylamide.
  10. Marijuana.
I note the variant spelling between the definition (with an "h") and this mention, but I don't think that's an acceptable legal loophole.

Now the controlled substances act is pages and pages long, and summarizing is way beyond the scope of a quick internet post like this, but again, the point is Marijuana is currently classified as a schedule 1 drug under Federal law, the definition explicitly includes viable seeds, and barring specific exceptional circumstances (including an explicit personal waiver from the Attorney General of the USA) its illegal to possess it in any form.
