You have a good grip on the essentials, and short of using a HPS, you pretty much have everything covered, I'm sure the cfls will produce reasonable results for you. Those inline fans are not good to use. Very cheap motors in those fans, I have one and don't use it anymore because the motor is shit.
Radio Shack sells good computer fans, probably do the trick, plus they're more quiet. If you do get a fan from RS, they have DC fans(a lot of ppl aren't aware of that), you don't need a converter, just get a plug piece and bolt the fan on, and go. Heat could be an issue and you may need to step up a notch to a fan that can move more air, like a centrifuge fan. Cabinets can get hot, even with cfls. Probably go all the way and get a small carbon filter with the centrifuge fan.
