Axial's tiny for 6weeks??????

anyone got any ideas,
36days old, started under 400hps, 400mh as of last tues,

temps 25-28max , rh 45/40., the leaves got a bit burnt in a heatwave were the space jumped up to 90+

any help, opinions

Post some pics of the entire plant. Let's see how she is doing overall. Always a chance it might just be its genetics too. She might not get bushy during the vegetative state. It could also be the fact that she was under a HPS to start. I grow under CFL's and when they are extremely young they need the 6500k lights. I started some seeds under 2700k lights and they barely grew the first two weeks. They looked like they were 5 days old. As soon as I placed them under the 6500k lights they took off.
