I'd stick to neem, maybe add some cayenne pepper. I used some organic insect soap once and it killed a variety of my plants that were in varying stages of maturity.

Neem doesn't do a whole lot for budworms. BT is specifically marketed to kill budworms, moths, and caterpillars. Its a bacteria the effects those types of bugs and has no effect on humans. It's safe to use all the way up until a week before harvest. I went to the grow store with a big bud worm problem last year (they hit us all hard last season) and they recommended it above all the other products.

In veg I mix
1-2 tablespoons neem oil
2-4 teaspoons of BT
1-4 drops of dawn dish soap.

In flower just use the BT as needed. Using it in veg and getting a bug zapper should help a lot so hopefully you won't need it in flower. But I used it in flower last year and I didn't have any mold problems (except in the buds the worms ruined) but I cant blame that in the BT. The buds I sprayed with BT but never had any bud worms had no mold. So I think the BT is pretty safe. And it didn't effect flavor or anything. I'm really picky about that.
