Ballast wiring and lamp setup, HELP!

Hi, the bulb is for sure HPS and I also tried an older HPS bulb that I know is working.

I havent wired the bulb to 7 and 8 yet. Where would I wire the outlet cable in that case?
from what i know, you're never supposed to power on a HID ballast without a load attached to the output. the load is the bulb.
 
I'll try this. Your ballast is providing running voltage for your lamp. It will not provide the initial high voltage needed to start your lamp without the ground. Pull all the jumper wires. Wire the 2 grounds together and paper clip them to the case of the ballast with paint removed for contact. Thank me later. LOL. You've done everything but in defense of your wiring. Don't burn your electronics or house.

Why remove all jumper wires? Are the instructions wrong?

I suggest you twist the two yellow wires together, then connect them to the ballast with a paper clip.
 
I think at this point you need to find someone that knows how to use a DMM and crack that thing open.
Those instructions are crap and the build on that thing is crap...it looks like that bought up old Radio Shack parts to make it.
I wouldn't even trust the instructions.

Sorry, I'm struggling to find the correct technical words as english isnt my first language on top of not knowing electricity well but I tried saying that I havent tried connecting the wires from the cable that goes to the light to 7 and 8. Been using slots 7 and 8 for the wires for the cable that goes into the wall outlet, as advised and shown in the diagram.
 
I have tried all of the suggestions so far but the result is the same. With jumper cables, without, several different cables for lamp and wall outlet, 2 different HPS bulbs etc.
At this point is it probable that something is wrong with the light fixture and not me being a special little boy?
Im hoping to hear back from the seller tomorrow as its Monday. Hope I get new setup or money back as this is obviously a shitty purchase.

The diagram in post #1 shows the bulb connected to 7 and 8. But I don't know if blue connects to 7 or 8.
The power cable to the wall outlet connects to 1 and 3. Brown to 1 and blue to 3.

Blue 8. No jumpers. Schematic shows available positions. No jumper wire. Hope ballast is okay.

You've been more patient with a noob like me than most official support people that are paid to do so. More knowledgeable too.
I'm broke af so this not working would be so depressing, thank you.

Why no jumpers? The schematic shows jumpers.
