from what i know, you're never supposed to power on a HID ballast without a load attached to the output. the load is the bulb.

Why remove all jumper wires? Are the instructions wrong?

I tried with and without jumper cables , with grounding on the sides as shown in latest pics. Still only the ballast buzzing like its working and lamp not responding
1. How can it work if the bulb is not connected?
2. There are wires connected to 7 and 8 in the picture, is the other end of those wires connected to the bulb?
3. What is "outlet cable" ?
Please post a picture that shows everything, including the bulb.
I suggest you twist the two yellow wires together, then connect them to the ballast with a paper clip.

I think at this point you need to find someone that knows how to use a DMM and crack that thing open.
Those instructions are crap and the build on that thing is crap...it looks like that bought up old Radio Shack parts to make it.
I wouldn't even trust the instructions.

Sorry, I'm struggling to find the correct technical words as english isnt my first language on top of not knowing electricity well but I tried saying that I havent tried connecting the wires from the cable that goes to the light to 7 and 8. Been using slots 7 and 8 for the wires for the cable that goes into the wall outlet, as advised and shown in the diagram.

I have tried all of the suggestions so far but the result is the same. With jumper cables, without, several different cables for lamp and wall outlet, 2 different HPS bulbs etc.
At this point is it probable that something is wrong with the light fixture and not me being a special little boy?
Im hoping to hear back from the seller tomorrow as its Monday. Hope I get new setup or money back as this is obviously a shitty purchase.

That's a picture of a different ballast. I'm talking about the instructions in post #1.

That is not the "official" setup, it's just what I found online before I reached out for help here. The instructions for my ballast are attached in the first post on a paper, but it can barely be understood as it's translated bad or whatever.
The diagram in post #1 shows the bulb connected to 7 and 8. But I don't know if blue connects to 7 or 8.
The power cable to the wall outlet connects to 1 and 3. Brown to 1 and blue to 3.

Blue 8. No jumpers. Schematic shows available positions. No jumper wire. Hope ballast is okay.
Why no jumpers? The schematic shows jumpers.

I wanted to once again thank both you and @1212ham and everyone else who contributed to resolving this huge headache for me.
You've been more patient with a noob like me than most official support people that are paid to do so. More knowledgeable too.

Do you read schematics?
This shows 1 connected to 2 etc. That would be done with a short piece of wire and people typically call that a jumper.
