I have read that too about nutes every other water but i give em nutes almost every time (like 3 out of 4 waters). And I water about every other day, I heat almost exclusively with wood so the place is real dry. Wood heat sucks the moisture out of everything. I'm using the recommended dosage on the package of 1/4 teaspoon / gallon and have been watching very closely (since day 1) for nute burn. But my plants look fine to me so if it ain't broke....
As far as the lighting goes... I think Lumens are more important that wattage. Count the lumens per bulb to see how much light each is giving off. I think the wattage is just telling you how much electricity you are using. For example a 60 watt incandescent bulb will give off a different amount of Lumen than a 60 Watt fluorescent. I have read you want between 2,000 and 5,000 lumens per sq ft or plant. More light=better plant. The kelvin is the color of light, high number is brighter and cooler white like summer while the lower numbers are warmer like fall (bud time).
i have never heard of that bud candy. I'm interested to see how that works.... Keep us posted!
