Best lighting conditions for seedlings?

Any recommendations? I was thinking of keeping cups with my seedlings (roots already grown) 4 or 5 inches underneath a row of fluorescent lights. Would this be sufficient?

you wanna keep flouros as close as possible without burning..

What they said. I actually put mine under my 1000W MH, and didn't have any problem with burn or bleaching, however I got incredible stretching until I moved them to my t5.

alright thanks. the last time i tried to grow seedlings i put like one fluorescent light strip about 10 inches away and i ended up with super long stemmed plants
