Best way to avoid leggy seedlings

creating my own cfl's ... so basically all i need is a hood and the bulbs and im ok?

You don't need a hood with the cfls. Just sockets. And like I said earlier, you can get a 4 socket setup for like $4 at wal mart, they are for ceiling fans. You will need to hook these up to an extension cord. Screw in the bulb, and pull the chain to turn them on.
The fan will be mounted on a wall blowing air out of the cab. You will need to cut a hole in the wall for it. Then you will need some passive intakes.
