That thing is the design of some contraption from a SciFi movie! I can't for the life of me remember the name of the movie but, the core piece rotated one direction and the outer piece rotated the other direction.... It was a power source or a time displacement contraption or something of the sort..
One of those hokey movies with the cheap FX glow around it as it sped up....Showed it to my wife and she's the one who pointed it out that it was from a movie!

I can't remember where I saw it now. Really wasn't promoted beyond descriptions written in catalogs, and a few youtube videos. I thought it was an interesting idea. I wasn't able to find much information about it. Everyone seems to know and it's apparently not worth answering my query in a straightforward way, so I kinda lost interest.
