Lol that's exactly what is going on with my plants too!!!! No it can't be wiped off and no I don't know wtf it is either...I'm guessing that your plant is outdoors and you live in PA or OH or close lol

it's called mildew, get some fungicide.

They need protection from the rain somehow. Has it been wet a lot recently?

If it's constantly wet that tends to happen.
