Blown bulb? Powder residue, possible cause ?

Hey you guys, I have a 600w HPS that I can't get to go on, there is a white powdery residue spot on what seems to be the inside of the bulb but I see no black spots or anything dark. I was having to mess with the cord in the first place to get it to go on (I think whoever wired it may have made a mistake) but now the ballast makes noise but no light.

I noticed it is very humid in there with a lot of condensation on my entry door, with no vent really and sealed with tape and panda film. You think maybe condensation dripped onto the bulb? Wouldn't that have broke it though?

Thanks for your help, I think I need to buy a new bulb but I wanted tyo see what you guys here thought.

Ok here is a more thorough breakdown.

Its a brand new setup.

I had the ballast plugged into a regular extension cord, then the ext cord into the wall.

I had problems with the light turning on elsewhere unless I used a large guage ext cord but it did work with the regular one as well.

I seem to have a moderate amount of condensation in the room.

I came into the room and the bulb is clearly blown but not broke.

The ballast cord had white sticky powdery stuff on the male end where it plugs into the ext cord.


Possible ideas?????

Whats hot start mean? It went off from my timer (Forgot to mention the ext cord was also plugged into a timer) then I came back when it was supposed to be on and it was blown.
