I thought so it hasnt been watered for 3 days how much longer should i leave it
Water when the pot feels "light" (about the weight that it was when you filled it with dry potting soil). Are you just growing with sunlight in a window? No additional light? If so, you would really benefit from some extra light.

The hps light may be too strong for a seedling in addition to the heat. Theyre excellent for flower but do you have a different light she could use for vegging?

I could change the bulb on the one i have what should i get and the temp is 22.5oc and humidity is 72% are they about correct

I may not be the best for lighting but there is a ton of research out there and on this site to be found. I use t5s, LEDs, or even a seasonal depression LED light (which frankly has shown the best results). HPS typically run hot so that lower temp was surprising. The stems also look a bit weak. What's the ventilation / fan situation?

I have a 2 fans 1 circulating air and another with a pipe on to exhaust out the tent i usually leave the door open on the cupboard through the day but close it when its getting dark and i always leave the tent door open as the temp goes through the roof with it closed i know its some thing in the tent set up because for the first Week i had them in the windows following the sun and there was no problems but they a bit to big to be going in the windows now i moved the light higher but they started stretching so had to drop it to 28 inches

Any changes recommended i can take this out of the boiler cupboard i just thought it was a nice discreet place

Greetings. I would upgrade that wing reflector to a closed hood type or go LED if coin permits.

If not move more air.

Swap lamps for a MH if possible, if not the HPS can cover it but the plants will respond to the spectrum with different growth characteristics like staying shorter and bushy with the smaller node spacing.
LED would be optimal for the current situation but again use what you want or budget affords.

If you had to you could grow with candlelight and Lego bricks as a medium
Good luck

I once put a 1000w MH wing reflector in a 3x3 with 1100cfm and temps hit 110°+ same 1k in a hood was 86°
