I wouldn't discourage anyone from bud-washing it can be useful if needed, but I don't think it should be considered to be as compulsory a practice as washing vegetables.
Not everyone needs to bud wash, but everyone should wash their veggies before they eat them.

Especially with H. Pylorii bacteria being a very real problem on unwashed fruits/vegetables. H. Pylorii can go unnoticed and long term lead to stomach cancer.
