Budding Stage Disaster

So my plant has been in the flowering stage for about 2 weeks now. The plant, with 2 others, is under 6 florescent daylight tubes. So far so good with the other 2, but this one is just giving me problems! The leaves around the bottom of the stem have been more recently and frequently dying and simply falling off. I have tried to use diff fertilizer one with a higher potash, but the problem still exists. I have even used the same solution on all the plants and they seemed to respond well. The top of the problematic plant seems unaffected and is still producing buds. I have included pictures showing my plant and the bare bottom half. It seemed like the plant may have been too bushy, and not enough light could penetrate all the way to the bottom leaves? Is that the problem? Any help would be awesome please!!! ( the picture of the good plant is my other big, healthy one)

Since you're flowering it now, the plants need a different type of light to grow the buds. Daylight (or sometimes called cool white) bulbs are used primarily for growing, since they emit the kind of light used for photosynthesis. Once you start flowering you'll need to get some "warm white" bulbs, which will make the buds nice and fat. You can keep a couple of the daylight bulbs in there, but make most of them warm white. hope that helps!
