To accomplish your goal (but leave room for upgrade) I would do the following:

DIY Deep Water Culture (DWC) about $30 without Medium, I suggest Hydroton and netted pots.
400w HPS from High Tech Garden Supply about $119 so yeah $150ish shipped
you'll need 4 10" reflectors from Acehardware or similar store and 4 26w 6500K color bulbs keep the plants under. You can buy the HPS lamp later down the road. and just spend like $100 now on the DWC, Bulbs, fans, and nutrients. Once you start flowering 4-5 weeks later you can buy the HPS lamp, or if your budget won't allow buy 8 2100-3000K color 26w bulbs and 4 more reflectors, if you use CFLs you should check out the CFL club section under indoor growing.

I like what Greendude has there. Very easy to maintain and don't attempt to stray from the design you will need it just that way for adding nuts and moving your plants if need be.

Wow this is a challenge 175 dollars hmmm! I would go with a CFL you can get a 250 watt one that you change spectrums for 59.99 with tax 65.00 cha ching! With the socket is 10.00 with tax. But that is largest purchase so we have a cool 100 to play with. Go your local farmers co-op and buy a box of bat guano 10.00, fish emulsion 5.00… I would like to buy more stuff there but I only have 85.00.

go to wal- mart or of the like… go to the plastic silverware isle and find white plastic table cloths buy at least two 3.00. go the hardware section buy a hook 1.00 and light timer 7.00 grab a tube of metal dryer vent tubing too 8.00. go to the camping isle and pick up a 7-gallon water jug 6.00. go to the fish supplies get a roll of air tubing 2.00. off to the baking goods section two 5 pound bags of sugar 6.00 one three pack of yeast 1.00 off the garden section… buy two bags of cow manure 3.00 and one bag humus 2.00. also buy some cheapo black trash bags. And some bleach both around 3.00 total. All in all the 43.00 still have 37.00

go to any plant nursery and ask for their old black “disposable” pots they should be free or cheap… so we’ll say 5.00 and some three foot bamboo stakes 5.00… 10.00 still 27 bucks.

some intangibles

tacks or staples 1.00
tape 2.00
ph meter 4.00
power strip 6.00
extension cord 6.00-15.00
better nutes and soil… HAHAHAHa!

a fan I’m sure you would already have one… you can make your own hood and since it a CFL you won’t worry about the heat, or if your in a small space just let it freely hang.

hope this leads you… somewhere.

get a rubbermaid bin (10-15$) depends on capacity
air pump and stone/s (15-30$)" " how many stones & pump flow
air hose+ 2 T connectors (5.99$)
4 coil cfls @ 42 watts a piece w/ 3 y outlet connectors (35$)
nutes (30-55$) " " the amount
ph tester (25$)
tds tester (15$)
ph up and down (10-30$) " " the amount

200$ at most!
155$ at least!

oh i forgot the 150watt work light outlet for 6.99 take the small aluminum reflector and make a temporary one out of the side or a cereal box reinforce it w/ wire hanger and tape and you good. you wanted a cheap set up the there it is, i have the same just a 5 gal bucket see

I was actually wanting to know if this would be possilbe by utilizing a 150w hps?

since they don't need expensive air extractors for cooling.

In pursuit of this further, i'm wondering how hoods can be connected to the 20$ hps vapor sealed light? (after its been moded to remote ballast)

Definitely, goto http://www.e-conolight.com/ and then copy and paste this item:

Product/EProductDetail.asp?ProductFamilyID=7&FGNumber=E-MT5H151G

$25 and $12 more for a bulb, I'd definitely go HPS when/where possible.

They have 70w Mh bulbs too, but honestly I have found CFLs and the fact that you can put them nearly (1") point blank seedlings love that shit I wish I had a film to prove it but any CFL grower will tell you seedlings go insane for them.

how will I construct a hood for that light once its modified?
It's Surface mountable with built in ballast the design is up to your imagination, you primarily want good reflection and airflow. I can't reccommend any designs, but it's really simple you just have to do some shopping at the hardware store to find the perfect items for your setup/situation. You have a good enough budget, take your time and build each stage (flower, clone, Bloom, mother areas) one at a time as you need them. You will save time and money if you patiently:leaf:carefully plan each stage.

I'll bet you could find enough stuff laying around the house, you can make reflectors from so many things or take them off other used fixtures. If there are second hand or Salvation army stores you can find some great cabinets and misc items dirt cheap. I also shop the local dollar store. I'm not a DIY type, but I have saved some money building a few nifty gadgets.
