I believe they are thripes !!

Thripes are really tiny and though they can be seen by naked eye they drain the sap out of leaves usually leaving them white. This could also be a case for the buds themselves.

with maybe 2 weeks to harvest,....avoid adding any chemicals including Neem Oil ...even tho its organic, as anything added here will affect the taste, correctly ID the bugs, then work from their, Neem can dissipate before curing tho

It's to hot to get lady bugs here and they look like thrips under microscope. What else is there to do

Any foliage or greenery around the grow should be removed, and use high pressure streamed water. As vostok said I wouldn't use insecticidal soap's or oils.

I cut off most of the fan leaves already . Should I cut the rest off? And what kind of damage will they do to my buds

Lady bugs are your best option, if its too hot for lady bugs its too hot for your plants. If that is no option you can spray down your plants and see if that helps. Be proactive in the future not reactive.
