Bugs or water light damage

What's up guys this is my first post I have a 600 watt hps light in a 4 by 4 tent 3 plants and attempting to scrog .I actually have a few questions I recently bought some new formula 707 soil and it was filled with little white bugs luckily I didn't use this bag on my plants but I did put a handful on top of each plant to fill in trenches from watering.Anyways after seeing the bugs i got nervous and sprayed my plants pretty good after the light went off and a couple days later I'm starting to notice a few holes here and there in a few leafs on all the plants.Im not sure if it's the bugs because I can't find any anywhere or if the water I sprayed somehow made this happen after the light came back on.

FML doesn't look like the bugs I seen in the soil but it surely does look like a bit of some sort...Any suggestions that won't hurt the plants they are only in veg I heard soap water something about spraying them with chemical is too hard to bare..Lessoned learned check the bag of soil before any kind of use even if it's a handful FML...

Idk man I've been staring at these specs and I'm just not totally convinced those are the bugs their deff not the ones I seen in the soil larva maybe but I don't think that spec is the bug.Im thinking dust Ash from smoking near the tent idk I'm not sure yet deff not gonna spray with shit untill I know for sure..I appreciate you guys checking them out man for real.ima keep a close eye on em and go from there I guess...

It does look like a thrip larvae in the pic.
Thrip larvae are not found in the soil they are found on the leaves. Fungus gnat larvae are found in the soil.
Here is a picture of thrip larvae, difficult to see without magnification.

I just used a magnifying glass an hour ago nothing was moving and they didn't look like that close up and they it would never move either I was thinking eggs but I figured if there was this many eggs on the plants then surely something would move..I pulled most of the bad leaves today I'ma see if any holes pop up and go from there I reckon.
