These little flying critters have invaded my grow room. Tried neem oil...I think they like it.Can anyone identify them?

They are fungus gnats! If you are growing in plastic pots that have open access holes on the bottom of the pots, you should cover those holes so they cannot get into the bottom of the pots and eat the plants roots and also lay their eggs. Then top dress the pots with a thin layer of diatomaceous earth, to keep them out of the top of your pots. To cover the bottom of plastic pots you can use stuff like Frost King's Air Conditioner Filter material and a large rubber band. you can buy rolls of it at tractor supply! And if the infestation is really bad, I would also bottom dunk all your pots using Microbe-Lift BMC. Do it right after you feed or water your plants. I use a large dish pan, that I pour 2 gallons of distilled water in, then I mix in 2 table spoons of Microbe-Lift BMC paste. Then I place each of my pots in that dish pan for 30 seconds. That will kill all the adult gnats that are now trapped and also kill all their eggs / larvae! And if you are using cloth pots, just using a thin layer of diatomaceous earth should keep them out of your soil. Then placing sticky fly paper around will get the rest of them that are flying around. And as a side note... diatomaceous earth, doesn't kill gnats with chemicals, it just acts as tiny razor blades to gnats, so when they try to dig through it they get all cut up and die!
