Some areas over do it on the chlorine. In my little town the tap water sometimes has more chlorine in it than my hot tub. Ive actually had to lower chlorine levels when filling hot tub.
The federal standards in the United States call for no more than 4 ppm's which is not enough to harm plants. I'm not familiar with your local municipality but most adhere to the federal standards. Here in Portland the target ppm's are 2.2 - 2.5 ppm's. But other water municipalities can be different so it's always best to find out what's in your local water as tap water can vary. But most is fine to use straight out of the tap. I use mine for soil plants without adjusting pH or anything. Plants don't seem to care. Now with coco I do pH but that's another thing.
"Target chlorine concentration has ranged from
2.2 to 2.5 parts per million (ppm). Once primary disinfection is complete, ammonium hydroxide (aqueous ammonia) is added to the chlorinated water. Ammonia reacts with chlorine to form a long-lasting chloramine disinfectant residual. At the end of the disinfection process, sodium hydroxide (NaOH) is added to the water to
raise the pH of the water to approximately 8.2 pH units. The addition of NaOH helps reduce corrosion of system piping and household plumbing, which in turn reduces the amount of lead, copper and other metals that can leach into the water from pipes, solder joints and plumbing fixtures."
