Burnt Pistols, seed sacks?

week 5 of flower, clones were transported from A to B ready to flower. Everything seemed to be going great, absolutely NO signs of stress. The plants came with a small mite infestation, which i have been treating with a LIGHT mix of Azamax 1 time weekly which seemed to clean up the mess pretty good. Today, i noticed this, what appears to be pistols burning. This is occurring on 2 buds entirely, and SOME pistols here and there throughout the rest, but everything else seams to be stretching white. So i read into it and read that its possibly turning hermi? So i dug down to the stem and seen these sacks. Only 1 sack by itself near each bud, only this big (as shown in the picture) toward the top of the plant. It does appear to have a hair coming out but i still am not experienced enough to know what these are and why as i have not vegged a plant and sexed it before.

A little information about the set-up:

1000w HPS, 14-16 inches away from tops at all times
Min Max temps. 60.1 degrees 79.5 degrees
min max RH 44% 56%

RO water/ 15PPM always PHd to 6.2-6.4

220cfm intake fan, 440 cfm exhaust, all 6"

subcool supersoil, 1 tea given since starting of flower.
