Its fairly risk free to purchase seeds online assuming you use a reputable vendor. I like attitude myself and I live in the US.
I know that occasionally customs will find your seeds and take them. The only thing they do is send you a letter letting you know your seeds have been confiscated. Now if your buying hundreds of seeds they might consider a visit but have not heard of that happening.
