Can A 600w Burn Pistils Over 16'' Away?

It's a new Hortilux Eye 600w bulb and I've never had this problem before with my cheaper bulb. I don't see the leaves curling up like when they get heat stress but some of the buds directly underneath the light have had their pistils turn brown and dry up. I didn't turn the light off but I can see the brown pistils in this picture. They are just starting to flower and I know these clones well, pistils don't turn brown until the end.100_3347.JPG
 
I know it can happen because it just happened to me. I have a 600w HPS in an Adjust-A-Wing reflector and I find that it has a weird light spread, but the thing I find really weird is that it's way hotter on the outside edges of the reflector than it is directly underneath the bulb. So the buds that are closest to the bulb are just fine, but the ones furthest away got crispy and burnt. I thought that was pretty strange.
 
Doubt it maybe fan blowing on them?
You might be right, combination of fan wind and hot light on top with low RH. I didn't have a fan blowing on the tops before. I put an oscillating wall mount fan to blow air on the tops to resolve heat stress issues.
 
Is your light bulb one of those open wing type things ? Or is it at least glass covered ? Big difference sometimes in results.
