I can put maybe 3 of them with a connecting bit to get the watt's up to get bigger yeild?
will this bulb grow it gives blue or red spec.
Also will it work and will it equal 15w = 70watts?
those are compact floruscent bulbs, the right kind to grow, yes.. you'd need a lot of them for a decent grow though.. 2700 for veg, 6k for flowering.
check out the cfl section on here..

that's a cubic metre..
a square foot would be one foot by one foot, and you'd want to aim for about 50 actual watts for that sized space.. or about 150 watts actual for a sq. metre m8..

they might work for one smaller sized plant..
if you're going to go that route, i'd suggest that you look into things like lst, or low stress training, where you tie the plants down to keep them short, so the small amount of light you have will all get to your plant..
the key with cfl in my opinion, is the more light and the more sources of that light, meaning the more bulbs you have, the better your grow will grow..
you can also mix kelvin rating, the color of the light the bulbs put off, like 2700 and 6500, for good results.. for veg, i'd do something like 3 to 1 of the 2700 and 6500. three 2700s for everyone one 6500, and for flowering, the opposite..

actually 1m^2 is close to 9ft^2, if you approximate a meter as a yard. so you need ~450W of those lights going with the 50W/ft^2 figure posted above
