Can this branch be cut for clones. Flower week 13

this node never developed due to light issues and I need a new clone otherwise I have no next crop.

Can you, yes it could be rooted and reverted to veg.
Might take a while to get normal veg growth.These products might help, Dutch masters or van de swan has a revert spray that helps a plant go back to veg. A lot of times you just need veg light cycle and a push with nutes to get normal leaf growth in stead of the stretchy single blade growth that happens a lot of times. That branch is still early on flower with respect to rest of plant so still a good chance it will work, but be patient.
 
It's called Monster Cropping when you take a clone in flower. Just treat it like a regular cutting. You don't need any revert spray. It will reveg on it's own once it's put back into longer light hours. It will take longer to root and flowering clones have a lower survival rate than clones taken in veg.
