Yeah for cloning your really don't need much wattage so you don't have to use a fan and filter for that.

As far as RH goes, yes its important but there are people who grow in high humidity areas and manage. Your plants wont die. But it can cause problems. Once you have a tent set up with plants in and fans exchanging air and lights running you will see different RH readings. Most people probably don't need a dehumidifier. Cant help with the size of dehumidifier I'm afraid but you want one that if it has lights on you can cover them up with foil and tape. So your not screwing with your lighting periods.
Perhaps start another thread about dehumidifiers. You will get the right eyes on that question then.

I actually took measurements and I think one 4 x 8, one 4 x 4 and a 2 x 2 for cloning would fit. But I will purchase everything incrementally 1 question. Do I need an inline fan and scrubber for the small cloning seedling tent? I was thinking of starting it off with a 2 x 2 plus cfl lights with shelves and the 4 x 8 plus whichever Lights I can afford for now. then slowly build my way up to 3 tents. Would that work?

BTW my thermometer just got here and my relative RH in the evenings is 78% and temperature of 25.2c Someone told me to wait out buying a dehumidifier since it is expensive but it would take me 2 months to ship it from america so maybe I should just plot in the extra $300 dollars now with cheaper sea shipping rather than wait till I need it and spend almost double its price in air shipping. What do you think? Is RH that important in terms of growing. could all my plants die? Would a 60 pint be enough for a 4 x 8 tent?
The sizes you have concluded to use seem perfect. The clone tent should hold roughly 10 plants (2 mothers and 8 cuttings at any time), then the vegg tent should have 4 going for 4-5 weeks at a time which can then be moved to the flowering tent.

It's easier rotating the plants than setting up 3 tent staggered by 5 weeks, the timing schedules you would have to track in your head would become too confusing - keep it simple, cloning tent, vegg tent, flowering tent. And possibly a drying tent... Keeping humidity is not important, I mean yes it is but you can grow from 30%-70% no problems, some will argue you can get a better yield if kept perfect but all you need to worry about is the right humidity while drying, a tent is invaluable for this as you need to keep humidity between 50-60% while drying. Humidifier certainly not needed, all you to is extract the stale air to lower humidity in the drying tent as the bud dries.

cfl are alright, I've recently started using secret jardin vegg led's. They look very much like a mini quantum board in a tube and so far I am very happy with them http://www.secretjardin.com/catalogue/lightings/tled/tled-26w-growing/bl,product,193,0

They will grow up to 8 seedlings up to about 3 weeks using ony 20 watts of electricity

I prefer them to cfl.

Would a 6"inch fan plus carbon filter be enough for a 4 x 8 or do i need to go 8"?

Personally I would go for 8", it should make less noise.. Bigger hole to move air through but I've never gone that big so maybe see what someone who has an 8" fan reckons

So I wanted to start with a 2x4 for cloning/mother plants, a 5x5 for veg, and a 5x9 for flower. I'm looking to do a perpetual grow as much as I can as often as I can, does this sound like an optimal size for the tents?

That sounds like a solid plan. Keep us updated. I'm looking to do similar, just in s smaller area. Darn it! Wish I had more room!

Change of plans, I think I'm going for a 2x4 still but now instead of 5x5 a 4x8 and instead 5x9 a 8x8. This will give me more room and space to work around. Also seen someone was saying dwc perpetual is pain in the butt so I've been looking to do maybe just some air pots and clay pellets

I could see how it could be a bit of a pain, but that 3 week veg time is just too attractive!
