You're dumb because you think replacing a 20 amp breaker with a 30 amp breaker is a good solution to this problem.
You realise a 30amp breaker can handle 30amps and a 20amp breaker can handle 20amps...how are you calling the guy dumb for telling you to upgrade your breaker?

You should also probably bear in mind that ballasts when firing a bulb draw over what they state they do for a few moments so if you're pushing max amps you might trip it if your bulbs all fire at once.

A separate question tho, why do the US use 110v instead of 220v?
We use 220v and I can safely run 3520watts with a 20% safety margin included.

you CANNOT put 4 600w lights on a 20a US breaker it will just keep tripping the switch if it was the uk it would be fine as the amp draw is roughly 2.2amp on a 110V it would be roughly 6.5amp+

You can't switch the breaker to 30 amp unless you are using 8-10 gauge wire. Even then it is unsafe and against building code to use more than 20 amps for normal 110 outlets.

Because I only have a short distance to run, and because my panel box lets me run 2 110 breakers in the same slot as 1 220. I also like the fact that, if I kept everything 110, I could use lights in different rooms if needed (esp. nice for temporary veg / clone setups)
