Can you use a CoolTube as an ordinary grow light?

The shop I usually do business with seem to have CoolTubes on sale, but I'm still not ready to invest in the separate cooling fan. Just thought if it's wise to use the CoolTubes as ordinary grow lights.

Yep. No problem using them open ended.
