cannabis decriminalized in Iran?

ok so apparently it's not illegal to smoke it, or grow it, but it's illegal to carry any amount of pot around??? what the fuck kind of law is that? am i misunderstanding something here or???
and please can someone explain what does decriminalized actually mean in this case because i'm pretty confused.

Decriminalized here in the United States means it is no longer a felony. We still can get a civil infraction which includes a small fine. What it means in Iran I have no idea but I am really glad to hear there's movement towards legalization there.

Actually all that stuff has been legal here since the dawn of time cause people eat the seeds here like sunflower seeds but i guess it means the same thing here too

I t means do what you want at home with the weed. But if you have it on you when you leave the house then it is assumed you are up to no good... trafficking maybe... driving while stoned...etc...

And it is an easy law to interpret and enforce.
