The OP posses a valid dilemma, how do you go about finding and qualifying dealers / clients.
The best bet is the most obvious, the people you know and the people they know.
But if you have to disregard that solution, say the situation calls for a new state/country/playground where no contacts are known in any capacity, what do you do?

I can think of socializing, which can be hard, even for folks who don't hate every person on the planet.
So just be cool, take peoples shit(not when it comes to yours, know when to bite), and expand your social contact list.
You really might just have to move from there, until something better than your local Jay and Bob down at 7-11 comes along.
It's hard to be nice to people, especially since most are so stupid.
I don't know, deal with people, keep a low-pro and go slow.
