Cant get my new ballast and bulb to work together

Hey i am new in growing and i just bought a ballast and light bulb but i cant get it to work together. Think its my wiring thats all wrong? Can you guys help me?

did you try another bulb in the ballast? if so and that worked its ur bulb. it wont start. request another one free if u just ordered it. i just had this happen last week.

looks right as long as the eye is on the blue wire and housing is on the red, i can't tell because it is mounted but other then that all looks good, try giving ur lamp a lil bit more of a twist. they go in kind of tight

hehe i just twisted it tighter and then it said a click sound and it went longer in.. stupid used 2 hours on this now ..

Does the supply voltage match what the label says is required?

230v to power your ballast @ 50Hz
Your meeting these power requirements?
And your over in Europe or Canada or any other country that has 50hz power?
