CAP VSC-DNe controller problems?

Ok, so I have a ten inch dura-breeze speed controllable fan. I have it hooked up to a new Cap vsc-dne thermostat. The thermostat turns the fan off and on rapidly causing a woofing sound. It is supposed to be a speed controlled thermostat, is this normal? Is this bad for my fan? Any input would be great?

Sounds like speed control on the fan is having a little fight with speed control on vsc-dne. Use only one speed control. Turn fan speed control to full and adjust speed with vsc-dne and see what happens.

I got one of those;
either I don't understand it (maybe) or
the friggin thing is stupidly designed (also likely)
or its broke (very likely given its a CAP)
..if/when you figure out how to actually get it to stop a fan from humming, et I'll be lurking...

Its not a groan, its a woofing, because it is rapidly turning it on and off. The speed it turns on and off slows way down when it wants the fan to run slower
