CFL or 80 Watts of COB LEDs for My Seedlings??

Hey guys, this is my first grow!! Got some Bodhi Goji OG seeds germinated in paper towels then transplanted them to Solo Cups once tap root was about half inch to inch. I probably didnt put them in the cups deep enough, i woke up 10 hours later and two of the seedlings already poked their heads out the perlite. I had them in the dark so i am assuming they need light? One of them already looks like its an inch or two above ground already! is this considred stretching for light??

my main questions:

1) Can I just use a 14-watt CFL on the seedlings right now (i can buy a second CFL if suggested) or would my babies definitely appreciate it more if i put 80 watts of COB LEDs over them right now?

2) If I should use 80 watts of COB LEDs how far should i have it from the seedlings??

At least 2 14 watts, better yet, I always use 23W spiral CFLs for freshly germed seeds.
You want about 1000lm minimum. A 10W LED bulb should also be in that range.
Take it in cool white, they throw down more photons. distance 1 to 2 inches depending on how hot it is.

That's wht I put mine under lights as soon as I start to germinate them. You're plant is looking for light that is not there.
