Ok so i decided on a CFL Grow because of a money/space issue.
I got 4 23w soft white bulbs & 4 27w daylight bulbs.
i was wondering, if I turn all of them on 18-6 that should be good enough to grow 2-3 plants right? not sure on my grow room size yet, but isn't going to be to big, and also i have 2fans. so what do you all think?

should that be enough light to do this?

You can grow from start to finish using cfl's.
Look at all of my grows, all cfl's start to finish.
Don't get me wrong, HPS is very nice, if it's doable for you. Unfortunately, HPS isn't doable for the average person, so stick with your CFL's you will be qite happy in the end.

Dependin on the size of your plants you may want to pickup some more. You don't get as good and full bud developement but hey still do pretty good. Purple Maxx might be something to look at to help.

he wasnt saying that you cant use CFL for flowering
he was saying that HPS are better for flowering
and they are but you can stil use CFL's if you want
i think you should turn them all on.. the more light the better
and just change the light cycle for flowering and you might want to get a bulb more on the red spectrum for flowering that you can just change in and out
