How many 23watt (100w) CFLs would be needed in a 2x2x4 with 2 plants?

What's your ventilation like? And is 23 watters the only thing you can get your hands on?

I had 8- 23 watt for 3 plants in a 4x4x2 and could have used more I started in may and just finished harvesting last week so if I were u id try and get some of those $20 cfl lights or more 23watts and make sure you are venting
