You can but the buds will be loose and crapy. Bare min you want a 250hps to get anything nice.

one plant? that should be fine.. as flowering progresses I move to a 3:1 27k to 65k ratio for more red/orange spectrum light, but yours will work just fine.

thts a total of 144 watts which is good enough for about 1 average sized plants. but the spectrum isnt. for every 6500k light there should be 2 2700k lights. infact i would buy 3 more of the 30 watt 2700k lights because there is 84 5600k watts and only 60 2700k watts. there should be a 2 to 1 ration on red light so if you got 3 more of the 2700k lights then youd have 150 watts of the right color temp and 80 watts of the opposing color temp. even though a 2 to 1 ratio would suggest 160 2700k watts, 150 will do. this will be more than adequate for 2 good sized plants. also, you should consider LSTing your plants to maximize yield because your using cfl's instead of hid's.

yes, check the red link in my sig to see how cfls can work...
you want a mixed spectrum of light, even for flowering. During the first 2-3 weeks of 12/12, your plant will explode with growth and still needs some 65k light. After that I tend to go heavy on the 27k but still a few 65ks here and there... If you manage your canopy correctly and place your lights strategically, CFLs will do a great job. =)
