a sump pump or pond pump on a timer will water them but you then need drain or have the plants in a tub or something that can catch water and drain into your reservoir . timers at walmart.. get the digital one with 2 plug ins on it $17
lights are the number 1 thing get the best light you can.look around your area and check craigslist for a mh light and an hps light i see warehouse 400w ones for $50 all the time that would be a lot better then cfl's, and any floro set up will cost some cash anyway.i got an air cool hood 1000w switchable mh/hps with both bulbs for $230 shipped from ebay.so how much can you spend?
are you doing soil or hydro? how many plants? room size? do you know where you can get hydroton from?(its the clay pellets)making a flood and drain table might be good for ya or go cheep and make hempy buckets.
