It makes a direct comparison between the capability of the light technology (COB vs HPS), which is important since there can be major differences in driver efficiency and passive vs active cooled lights. GPW based on dissipation ignores the potential for power savings in terms of circulation, ventilation and AC. But that is OK because it is an issue that should be analyzed separately. When it comes down to it ,we would need to look at both gpw in dissipation Watts and gpw in total Watts to understand what is going on.
