Considering humic acid isn't a specific single chemical compound but a class of very large complex organic compounds that are relatively stable, yeah it better neutralize chlorine like even less-stable organic compounds do. In water, chlorine will go for the low hanging fruit first - inorganic molecules that it can react with like ammonia or iron. Then any left over chlorine will go for what's easiest next - organic compounds like dissolved organic material. When that's used up, it then will attack actual living creatures like bacteria and such (and even us! LOL).
Chlorine is a very reactive element, it doesn't like to be alone.
