The Federal reserve system is a quasi government institution that was designed because businesses don't trust politicians (which was shown to be the right move with Trump's idiocy trying to make the fed do what he wanted), and the citizens don't trust the government nor the businesses.
So at the end of the day the federal reserve system is owned by American people and funded by the banks/businesses and staffed/overseen by the government.
