Clones rooted, slow growth? When to put in 15 gal pots

Had cut 5 wedding cake clones on 17th of June and got roots by the 29th. I’ve acclimated them outdoors in solo cups and was wondering when would be a good time to put them into my 15 gallon fabric pots. Also it’s been about 9 days since I put them into their cups and they’ve been about the same size, is that normal. The soil is fox farm ocean forest

Were the clones taken from a plant in flower? Hard to tell exactly but that's what it looks like to me. If that's the case they're going through reveg which is a slow process.
